Scrapper?

My wife found this in the Shenandoah River at an indian fish dam site. She thought it might be a scrapper since it looked liked it had been chipped to form a sharp edge. It is the size of about a quarter. Any thoughts?

Not seeing any evidence of it being altered or utilized by man. Looks like natural creek tumbling to me.
