Silver Plated Money Clip From 1800's? Match Holder?

I recently found the site of a railroad station used in the late 1800's - early 1900's. I went out for a quick 30 minute hunt at this site in the snow today and found this mystery item. It is some type of copper clip with silver plating used to hold something, but I'm not sure what. It has "PAT.AP.FOR" stamped on the clip part. If anyone has any idea what it is and/or what time period it is from, let me know! Thanks!
