Simple Shepherd’s Pie

1 lb. ground beef 1/4 tsp. pepper
2 Tbs. vegetable oil 1 beef flavored bouillon cube
1/2 cup chopped celery 1 cup boiling water
1/2 cup chopped onion 1 unbaked 9 inch pie crust
2 Tbs. all-purpose flour 3 cups mashed potatoes
1 tsp. salt Beef gravy
1 cup of frozen mixed veggies (thawed)

Brown beef with oil, celery, and onion; drain excess fat. Stir in flour, salt and pepper. Dissolve bouillon in boiling water. Add to meat mixture and cook, stirring often, until boiling and thickened. Mix in thawed veggies. Spread mixture in pastry shell. Spread potatoes over meat mixture. Bake, uncovered, at 350 degrees for 30 minutes or until pastry is browned. Serve with gravy.
