Thinking I've seen this posted up before.
Folding pull latch?
Folds flat until needed, either it for turning the latch, or pulling up.
Boat related?

Ah, yes! I guess the handle lifted and turned and the holes allowed the talcum out…Then close it back up! Great ID! Thanks.
