🔎 UNIDENTIFIED spinning rod/pipe with 2 gears?

Any ideas on these 2 spinning rods with double gears on them? Thanks for thinking! I am geared up for some ideas on what these were used for! Thanks!

The teeth on the gears are about the same shape and size of mechanical-pencil-sharpener gear teeth.

It has the look of the umbrella part. Oddly this spins vs. going up and down. Thanks for the thought!

No guesses just some observations and questions. The two pics on the right are somewhat decorative - and thus meant to be seen. Where are they located? The "rod" on the far left appears to be extended from a housing whereas the one next to it pushed in. Both housings have at least 1 brace attached to them, which suggests they were mounted to something else - and stationary. Perhaps by extending or pushing the rod into the housing engaged the gears somehow.

Also, where were the rods found (an old farm, school, etc)? Were the other objects in the first pic found nearby? If so, based on the maker's mark on the spoon, how old is it? If the other objects in the first pic was not found near the rods, what was?

Thanks for the observations. They were found in a pond (well..edge of pond) in RI.The spoon and broken spoon were also found that day. Items have been from around the 1920s-40s mainly...

Not spinning reel related unless older models. I spend a lot of time at my tackle shop taking reels apart and putting them back together.

Brass gears, I never seen on any winching device, except for inside a clock/watch.
Basically too delicate.

So the gear thingy and the two designs I am going to say leather working tools. The double wheels layout stitching spacing and the others are for embossing the leather with a design.

Looks like self adjusting brake cable ends from a very old car. Probably one with running boards and a rumble seat..
