Found what I think is a state seal button. Has 14 stars above a eagle with a shield. Under shield says excelsior. Any help would be greatly appreciated

Hi, cool button. The pictures appear fuzzy. Please re-take w/ focus on the button next to a size reference. Also take a photo of the reverse. With that someone will probably ID.

No back mark thanks for the info. Surplus Civil war uniforms were shipped to the Northwest forts after the war
