I have no idea if it is. My test kit is with my wife. It looks like it silverplated but I'm not really sure it's all foreign hallmarks. Then the number 28 on it. I pay $10 for it. But here are some quick pictures until I can actually test it. I have to leave for the day but I thought it was worth the $10 for sure. Had a pretty gold bracelet inside of it as well amongst all the paperclips.

I don't see a lion or head in the marks so I'm going with its plate as well.

E.G. Webster & Son. Plated but a nice piece. Silverplate Marks W 2 - Online Encyclopedia of Silver Marks, Hallmarks & Makers' Marks It's the 5th mark shown next to their name

I am always amazed at how good you are looking at stuff up. It's like you know exactly what to go for. When I look it up I spend more time looking at all the wrong stuff.! Thank you very much for your help, I wouldn't be able to do it without you guys! Now if someone would like to polish it for me that would be great!! [emoji451]
