Strange Creature !?!?

I found this hanging on a wall in a partially collapsed abandoned barn . Never seen anything like it around here . It 's 31 inches long , has pinecone-like scales , and claws !
Any ideas ? At first I thought it was a dried fish- til I saw the claws .
