Sun Yat Sen China Fantasy Medal Or ??

I'm thinking this is probably a fantasy piece and in doing a lot of research I have not been able to find another like it. Not sure of the China connection to the US Federal Reserve and the gold certificate meaning. There is edge writing but I cannot read what it says by the sellers pictures. All comments welcome......Thanks to all in advance..

some sort of fantasy piece. Wasn't made in 1924 for sure. Outer edge lettering almost looks laser etched, and the American flag isn't correct for the year. In my opinion any amount the seller is asking is too much
