After a brief read, my initial take is the treasure described doesn't match cipher 2 nor does the location. The deciphered text to Cipher 1 doesn't match the style of Cipher 2...lots of abbreviations to describe alot more directions than I would think necessary for a 4 mile radius around Buford's.
If i wanted to authenticate his work, I would start with his first condition...that the same number in all three ciphers are the same. So using the known letters from Cipher 2, one could verify whether his solution matches the same numbers/letters .
The only person to have solved Cipher 1 is JohnnyRev. He would know for certain.
