Looks like a button rivet, and the opening to the eye is to be cleaned out. (second and third photo)

My guess is a stopper for a bottle, which you could tie down in some kind of fashion. It held a rubber type grommet. I have found a few similar, but it's just a guess.

Some times people would hang a chain on there chests . Maybe two of them held a chain. Like one on each side

It's a toggle, a type of tension fastener for flexible applications.

It's different from a frog fastener as toggles are made of hard material whereas frogs are fully sewn or rope. This metal one here is just button shaped (and sized). You can see where the fastening loop goes around the 'bollard' on the toggle. You sew it onto the fabric using the eyelet on the other side.

On the left is a (type of) toggle fastner and on the right is a frog.

I don’t see thread as the seller states. I do see corroded wire through the eyelet. Perhaps a bell clapper.
