Towle Silver serving tray...Is it actually silver?

I picked this up at an Estate sale for $10. It weighs 7.35 ounces. It doesn't stick to a magnet and doesn't seem to have any silver flaking off or anything. What do you guys think?

Silver plate will not "flake off" unless its pot metal underneath. The better silverplate is brass and you should be able to see the brass underneath if it wears off. Silver over copper/brass will not stick to a magnet. You could test a wear spot or scratch with Nitric Acid to see if the copper in the brass turns green.

Silver is usually marked with nothing, 925, 825, 800, 750, 935, etc or STERLING. My guess is silverplate. I hope Im wrong.
