✅ SOLVED UFO ...unidentified farm object

Dug this at a farm site. No script ther than the number 19. Seems like it would act like a crude carrier bearing...
I did find some wagon hardware in the same general area.
Any help would be appreciated.

This piece was permanently mounted via the screw holes. I don't see how it could work in a barn pulley application.
