I believe you are correct. It appears to be a sword scabbard hanger with suspension ring still intact. Here's a photo of one listed on an auction site. Seller described it as being from 1820 to 1830s.

Very nice recovery TORRERO.

I posted this up a few years back.
There wasn't ID for the recovery.
The suspension loop isn't centered like the OPs is or the other example.
I now think it could be a scabbard hanger also.
Thoughts on this?
