✅ SOLVED VA Id Tag?? - Any Ideas?

Hello. My Dad purchased this item in the early 1980's from a digger that found it in the Cold Harbor area. I've included a front and back photo with a ruler next to it for size. Although it has a pin device on the back, it has 2 holes drilled in it, i'm guessing that the pin broke at some point and the owner wanted to continue wearing it. It is made from a nice thick piece of copper (about as thick as a large cent) and is marked "D S Fox Co H". Has anyone seen anything like this? Do you think it is Civil War? Thank you for any information!

It looks like an altered and repurposed 1924 Virginia Licensed Chauffeur's badge to me.

I hope your dad didn't pay much for that "relic" it would have been worth more in an unaltered state.

Great job identifying it. I agree that's it! I appreciate your help figuring out what it is. Not sure what he paid for it as it was over 30 years ago but you have solved a mystery I didn't think would be solved. Thank you again!
