Weird Foreign Badge

I found this item in a field in Luxembourg ( a small country bordering France, Germany and Belgium.)
Most of the items I have found in the field date between 1800-1920.
There clearly used to be lettering on the item but it is completely illegible.
Any help is appreciated as I do not know where to start in terms of research.

Maybe an old watch fob? Neat find. Try soaking in apple cider vinegar for a few days and see if a soft bristle toothbrush will make it easier to see / read
