What are the markings on this WWI Mess Kit Knife?

Can anyone tell me what the markings on the edge of this WWI mess kit knife say?

R.I.A. is Rock Island Arsenal

Knife from a M1910 mess kit. As stated RIA is for the manufacturer Rock Island Arsenal, 1914 date (Year) of manufacture, US United States.

19 BAND CAC 20 (If that is correct) is throwing me for a loop, don't know if it's a unit marking for accountability or what. But it's not a manufacturer marking.

That got me too.I can,t put together any sensible unit from those letters,but that,s what they would likely be.
