The top one looks like a pointing finger.....So maybe sigh language?
The bottom looks like a old school iron......So maybe home ec or ironing?

Damn I was way off. They are custom Patrol Patches, top one is a shown/known BSA one. The iron one i can't find yet.

There are official and spoof patches, sort of like we had in the military. We had official patches, then we had unofficial patches IE morale patches, TDY patches etc.

On a serious note, looking at the edges of your finds they are not finished. That may mean they were cut out of something larger.
