I think it's made of pewter, it's really heavy, If you have any ideas what is this? Any time periods or any information

looks like a tooth? that goes on a farm implement brush hog or something maybe it looks like it is interchangable
 
A cockfight spur for for fighting birds?
 
Good evening Tom: Cock fight spurs are made to be light, of a single shaft, long and SHARP. There is one variety that actually has a razor edge called a slasher, I believe.

It looks suspiciously like an old hand / foot driven sewing machine foot. The part that holds down the cloth where the needle enters.

It looks pretty small. I will guess that it is the spur from a colonial shoe buckle. Many of them had iron pins that rotted away which separated the two parts of the buckle.

There is a 'What is it" forum around here. There are some guys and gals on here that will be able to tell you what it is.

I was just watching "Wild Chronicals" on PBS. They had a segment on George Washington's childhood home. In the segment, there was a quich flash on the screen of several artifacts that had been found. One looked just like your item.
 
I was going to say part of a buckle as well. Actually, I guess I did say it, but not first, lol.
 
If there is a pivot under that mass of rust, at the elbow, then it IS a presser or foot to hold down the cloth while sewing--from an old type of sewing machine.
