The only thing I thought of was maybe its a well pump? Like a hand pump that was put in kitchens in the late 1800's.

Could you take a close up photo of the wording? Use a darker background like blue, green or red and the auto focus camera will focus properly. Use macro lens setting and outside daylight is best.

Also please take a photo of top portion . You may want to put the flat part on a table edge. It appears to me that's how it stood

Looks like a kitchen tool I've seen but can't for the life of me think what it could be,maybe a hand crank meat grinder? I've also seen something similar in the basement attached flat to a table top when I was growing up,my dad worked on cars down there.Scratching my head over this one too.

looks like some type of table top mounted tool,, like a drill press ?
round base with multi holes to attach to table top , shaft with a bracket mounted on it that looks like it slides up and down to adjust and on the oposing side a flat square with holes that a deck could be bolted to .

just throwing a guess out there,, have not found a good match yet though in a picture :(

yes, this object was table mounted because when I found it, it had wood stuck to the square mount on the object.
