First item looks like it's a pipe tamper (for tobacco pipes). Industrial tools and such aren't my thing, so I'll pass on the second item.

I agree on Pipe tamper
Second item is not a gear but has obviously come from a machine. Hard to say what it is used for without seeing the rest of the mechanism. because of the hooks it could be used for anything from pulping wood for paper, separating cotton fibers from seeds, catching thread in a sewing apparatus, very hard to say without the rest of it. IMO

Seems small for a pipe tamper. My first thought was 'cribbage peg'.

I'm having trouble judging size on the gear thing.
