...that ya got me on,as a "for sure",I would say its highly possible they are of that period.There are some very sharp folks on here that can probably give you a definate answer

I think these are the two parts of a (twistable) top for a sand shaker, used for drying the ink when writting with a quill.
This theory would stand if the two parts are different one fro another and looking like they could fit one into the other. By twisting them the holes align or get covered allowing the sand the get out or stay in...
The picture is not focused and I cannot make out the detail I need for my theory.
