Hi and thank you in advance for the help. My friend gave me a few items that his grandpa gave him years ago. Grandpa was in WWII and this was one of his items. I have no idea what it is. Hoping someone can shed some light. At first though it was a pocket knife but nope. Any help is appreciated.

It would have to be an awfully thin cigar....

it is just to snip the end.

Good cigars come sealed on the mouth tip and this device just sniped a small V grove in the end to open it up so it could be smoked.
