Hi and thank you in advance for the help. My friend gave me a few items that his grandpa gave him years ago. Grandpa was in WWII and this was one of his items. I have no idea what it is. Hoping someone can shed some light. At first though it was a pocket knife but nope. Any help is appreciated. .... it reminds me of a smaller cigar cutter. I’m just going with a gut shot reaction but Whatever it turns out to be, I like it.

Good cigars come sealed on the mouth tip and this device just sniped a small V grove in the end to open it up so it could be smoked.
