I used cig pack for size reference , is it a tootsie toy , or some other type , it has yellow paint , and what era is it from , it is cast metal ?

If it's tootsie toy, it should say it inside..

If it is a toy I would say late 30s early early 40s, since the wheels don't roll, it could be a game piece. Tony
