my brother used to collect vintage and antique art glass paperweights like the one in your picture. All I know about them is that they can be very valuable. I don't know how you determine who the maker is unless they are marked somehow on the bottom. Evidently Baccarat is one of the most desirable manufacturers. You piece does resemble their work, but I'd suggest you spend some time researching how to identify and attribute them. That's a cool find

Where did you get it? its not signed or marked so that makes it very difficult. The best resource you will find for this is the corning museum of glass in corning ny.
