it shuts down private for profiet salvagers --- from finding wrecks in any countries waters that signed onto the agreement and shipwrecks under that countries "control" where ever they might lie. ---not a good thing for private salvors -- only archie "offical" types can look at those wrecks --meaning they might never be gotten to in our lifetimes due to their slow speed --lack of funding / resources to research wrecks.

And, it might make them get off their a$$ and do something besides run to the bank and cash their "hard-earned" taxpayer provided paychecks.
