1889 IHP and silver baby spoon

My fifth IHP off this mid 1800’s farm house, a token and some sort of military ornament (I think) and a silver baby spoon!

The double headed falcon is symbolic of the Romanov family and often represents the monarchy of Poland. I don't know how big the buckle is but that baby must have been huge!
