That looks like stuff we built as kids. We snuck an old canvas tarp from my dad instead of branches and it was pretty snug.

Nice debris shelter.
Built one with the rear of the ridgepole resting on the ground for the kid long ago and it lasted quite a while. Through winter snows and rain.

That is a good set up, and would work ok in winter, set up a fire pit in front. I would say not homeless, as they tend to hang in urban areas, even though we have thousands of acres of national forest open to dispersed camping. Probably better they stay in town; they're not woods smart
