Sometimes they re-used ancient carved gemstones in modern jewelry, but I think this is a case of a Roman 'Style' carnelian carved stone. Might be some other stone or even glass, hard to tell from picture.

Intaglio cut Roman soldier stones were pretty popular from Victorian era to the 1940's. Picture is a little rough to get a great look at it, but I'd say it was most likely part of a watch fob.
