Anyone else get a kick out of personalized license plates?

I'm hoping someone can identify the state of this plate for me. We took the pic in December 2010, so it is a low quality digital, and it's blurry (we were moving) so we cannot read the state...

As I said, I'm looking to identify the state of the plate. In other words, I'd like to know what state issued the license plate.

Saw a customized plate just the other day. Car was in the parking lot, thought to myself this is my plate...I need it. "RvrRat1"

My friend years ago had a Corvette, her customized plates were made with the Vette in mind, "IMT314U". I'm the one for you, she got rid of the plates cause some guy was harassing her...he was thinking she was meaning him. Spoke to her the other day, she has a '18 Vette now.
