I live in Central Florida, retired, but have been doing some treasure hunting for fun in Florida, N. Carolina, and the Bahamas.
I am less hopeful of getting a permit now, a lot of big time treasure hunters seem to have the edge now, but they are good at it, and well funded.
I have located at least eight wrecks in the Bahamas, but haven't pursued any recovery attempts to work them, was hopeful of permits.
I don't have any problem with paying Bahamas their share, I really don't need to steal from them. I only identified wreck sites, but they may only hold a few artifacts, so I don't want to dive any of them to much, as now you have to have a permit to explore.
Guess I will have to wait and see, maybe the permits will be available soon for more than the big operators. It does take a lot of funding, I might not even afford to do it, but will be fun to try.
