I'm thinking bell. Most candle snuffers I have seen have the handle shaft attached toward the mouth of the "bell" or cone, and your find has a top mounting hole. Also I would think there would be a sooty wax build up in it were it a snuffer. This is the sterling one I use by my night stand. DSCN2936.JPG DSCN2935.JPG

That's still a toss up in my mind, at my church we have a candle lighter/snuffer combination deal attached to top of bell looking thing that has sshort tube containing a retractable wax wick ( light wick in room next to alter, walk out and light candles, slide a switch back which is in the 4 ft. handle to retract wick putting flame out) , the pole doesn't pivot. Still could be a small desk type bell.

My swag is hames bell. The bells were attached to the hames, which buckles to the collar. The tugs are attached to the hames and the collar is padding to protect the horse or mule. In the picture note the bells right up there by the horses ears. The bells probably sounded good to everyone but the horse.
