brass something.. can someone tell me what this is

I'm just guessing.. but it seems logical. after a cork was placed in the bottle did this go over the top?

For some reason, my first thought was that this was a part to a lamp....have no idea why....most likely wrong-sorry, do not have the answer to your question.
