With regards to detecting on public parks in the UK, there are no specific laws other than those protecting designated historic sites. All public land is administered by the local council and their permission is required to detect. They are notoriously difficult to get permission from and most detectorists don't bother with public land because most farmers on private land will give you permission if you approach them properly, in the local pub usually, and buy them a pint or two. It's always worked for me!
