The only problem I have with that system is that in England anything found of private property has to be vetted by the government before you OR the property owner get a "reward" or get to keep it, here anything found on private property belongs to the property owners outright, no government involved.

Now if they did a system where private property finds stay the way as it is now but open up "public" property for that type of system, then I'm all for it, otherwise I'd say no!

You understand don’t you, that people would abuse that right by hunting places that require them to ID finds and people would just pocket shit and claim they never found anything.. 🤷🏼‍♂️

Do you truly think that everything found in England is reported?
As you stated some people will abuse any law, that happens in England as well as any other place on earth, people aren't that different and some will take advantage no matter where you are at.

But it doesn't belong to all the people. They take your item and shop it around to museums and let one of them take it from you. The museum that buys it may never display your item publicly, so that "belonging to the people" doesn't ring true if no one ever gets to see it. Even if they do display it, they may put it out for a short period of time and then squirrel it away in some back room forever. Sorry, but forcibly taking treasure from you with threats of fines or jail time to let a museum do what they want with it is totally unacceptable.

Here in Australia say I find a gold sovereign. That's mine. But if I find for example a dozen buried together then its the Crown's or Govt's. People have found hoards of them, not hundreds but a dozen or more and got into trouble for not declaring the finds. The reasoning used here on that type of thing is they believe they were probably stolen and buried by the thieves or Bushranger's that took them. Of course it quite possibly could have been a legit person just burying them for safety reasons not wanting to be robbed or put them in some dodgy bank back then in the 1800s.
But that is never factored in.

Yeah I met a guy once from Europe who found a large gold crucifix that weighed about 4 ounces or thereabouts. He said he melted it down and sold the gold because he was required to hand it in and didn't want to and it was no use to him just keeping it.
