Heavy washer - cool design

I found this like the cylinder a little while ago (days) but wanted to post this because it is old and kind of cool. It is probably just a mill piece but I can't escape feeling like it is some kind of Indian treasure.

It is threaded on the sides and hefty as mentioned.
