Help identifying button like item

Hi all,

I found a button/nob looking thing I could use help identifying. It was pretty deep just off to the side of an old gravel road in SW WA. On the top it says: M-E 75N. It looks pretty old and possibly military?

Does it have inside threads? It looks like a screw rivet.

Part of an old fuse?

Maybe some sort of choke or pull knob for an airplane or vehicle. Just a random wild guess.
