What could it be? Nothing too important perhaps.

I found a few similar things in the sand recently at a drained lake, i assumed it was related to some kind of boat mooring.

Can't tell size. Maybe a sardine can wind-up key?

Looks like old fishing tackle to me.

Could be part of a mooring bridle.

Paint can opener, artillery prick, pistol cleaning rod (Like you find with military surplus weapons).....?

Looks like so many things out there.

I found it in a part of the beach that was washed up after a storm, I think it’s Been under water for a while.

It is wrought iron you can tell by the linear striations that is the grain of the material. That outs it at about earlier than 1910.
I think I found it, it’s called a marlinspike used for messing with ropes.

Kind of reminds me of a old pop bottle crimped cap opener

on the bottom of the loop there should be two flat spots to slip under the side of the crimped cap

When i was a kid we had some that had a thin rod with the loop atached

Those are for opening paint cans. I never tried opening a bottle with one, but it dos look like it would work. I think the item found by the OP is something else though. Hard to tell -- it could be a lot of things.
