Military medal ?

I found this at an old homestead along with this button.. It is gold plated, has two small rings that attach the bottom to the top. On the back it has a piece that looks like it slips over a pocket or lapel or something. It also has a small stick pin that would keep it attached to the fabric. Anybody have any idea, or picture of what this might be. The ground was pretty friendly to both items. Back of button says what appears to be Horstmann Philadelphia

I cannot say what that clips to - but it's not military.

ok...it appears to be a ladies pocket watch hanger..which i know is an oxymoron...
tiny pocket watch would attach by chain to this object..sometimes a watch and glasses could be suspended...or a charm...
