We were right there in front of stage center, as we arrived about dusk the night before & spent the night ~ wow, approx 300K or so people & no violence... The nearby off-rramps were all jammed, packed with parkrd cars just pulled over...

I noticed there's no concrete in the steps, looking at them on the side close up, a very nice worked fit. The only concrete is just up behind them, & then there's the asphalt all on top of the built retainer, making the extended parking space.
I feel strongly, that the steps part along with other workings, is much older, done by some expert stone masons that were happily working all around in the immediate now lake shore cove area, long ago...
