That’s what I thought at a glance, but I see why you point out the odd variation. With the crown, and lack of the shield, along with the rusted out back, I believe it to be a patriotic fashion button.

Damn that will teach me to look at the pictures better. Didn't even notice the missing shield.

I do agree that it's more likely to be 'fashion related' then 'military related'.

Here's a 'fashion related' example I found years ago.

The crown on your "patriotic" Fashion button isn't a generic crown. It has the distinctive form of the Prussian (German) Empire crown. The photo below shows it on a World War One era German army uniform button.

Combining that German crown with a "shieldless" US Great Seal is odd. I think the absence of the shield is due to the fact that US civilian clothing makers are not allowed to use buttons which are an exact duplicate of a US Military/Government button which IS STILL "IN SERVICE."

For example, the emblem on "US Navy" FASHION buttons, in which the eagle's head looks toward the button's right side, has been obsolete since 1941.
