Need help to identify this

[n3tuf]

One of our group's members brought this item to our meeting tonight. He said he found it in PA's coal mining region near an old tree. It weighed about three ounces. It was about two inches in diameter. There is a post on the reverse that is threaded. Any ideas on what it might have been used on?

A bell?

A quick search on my hunch: http://www.worthpoint.com/worthopedia/antique-navy-anchor-shield-bicycle-151702339 I have seen this bicycle bell before. Nice find.
