Cannot make out the artist, looks like the date maybe 1948 or 1942 ? Could this be a portrait of famed Jewish leader Rebbe ?
I have not found the cross medal that he has on so to find the country where issued. All opinions & thoughts appreciated.

Those are WW1 German medals mounted on a bar. Could be even older than WW1. Those are medals from an officer. The one on the far left is an iron cross second class.
This is a medal bar with different medals than yours. The iron cross is always on the left. If you can find a list of German medals with their ribbons, you might be able to identify all of them. The medal immediately next to the iron cross would likely be from the German state the owner was from.

I assume you mean Rebbe Menachem Mendel Schneerson. ‘Rebbe’ is a Yiddish word meaning "my master" or "my teacher" traditionally used for a spiritual leader of (any) Hasidic movement. Schneerson was known to adherents of the Chabad-Lubavitch movement as the ‘Lubavitcher Rebbe’ or simply ‘the Rebbe’.

However, he wouldn’t be wearing that array of medals including what seems to be an ‘Iron Cross’. He was born in April 1902 and would only have been 13 when WWI broke out. He didn’t serve in WWII either, having fled from Germany to France in 1933 immediately after the Nazis took over, and then from France to the USA in 1940 following the German invasion. His only service during the war was in the USA as a civilian engineer at the Brooklyn Navy Yard.

The signature looks like 'M. Radtke 48' to me, but that doesn't ring any bells.

Red-Coat ... Rebbe was just a thought due to the portrait. My take on the signature was the same as your "Radtke" and I also cannot find anything.
