That's the mint mark, so can be different. I is Limoges, what's on your find I am not sure. That might be the first step.... maybe it's a bogus mark and was never a coin. Never seen a French coin button before but not a surprise I guess considering how many Spanish there is.

If your find has a legit mint mark then I'd say it probably is. If you can't figure it out I'll crack open my big book and see if that mark exists, and shows 1791 issues. I would imagine it does.

Lucas = not a coin guy.

I'm wondering if the plating is what makes it look that way.

I think an Ecu is suppose to be a full 40mm. It's also very heavy and if the find above is not comparable to a silver coin in weight than it was a button right from the start.

It's a button.
http://www.worthpoint.com/worthopedia/vintage-buttons-4-reproduction-french-1791

"Each of the 4 buttons measure 1" in diameter. They are a reproduction of a Louis XVI 1791 coin. This would have been the back of the coin. The button reads "SIT NOMEN DOMINI BENEDICTUM 1791" (Blessed be the name of the Lord), circle with three crosses surmounted by large crown, bracketed by wreaths. Metal, one piece construction."
