Rosette or cross belt plate? And a what's it.

The second piece looks like it may have gone on a belt to hold a flag, or part of a shovel or tool. It is all brass with no markings. There is one hole for a nail or screw. The bracket is kind of throwing me off, as I have never seen a bracket like this on a yard tool. The 2 pins you see on the bracket go into, and are attached to, the cylindrical housing.
