I don't see any marks identifying it as silver. The circle with the little c in it is a design copyright mark, and the 97 next to it would be the copyright date as in 1997. American craftsmen are not required in most states to register their maker's marks so it may be that you'll never get a positive ID on the maker especially if they didn't produce a lot. I have been making jewelry for almost forty years, have made thousands of pieces and my mark isn't in any reference sites or books. All a maker has to do regarding design copyrights is to mark the item with the a "c" in a circle, they don't have to register it.

When I enlarge your photo I clearly see the "C" in the circle, it is not marked 970 and no commercially available silver comes in 970 fine. The mark is 97 for the year and then the copyright mark. Most Mexican jewelry is marked 925 which is the same as sterling. As far as similarities in attaching loops there are thousands done that way by many makers. I believe Bramble's example is by the same maker and it also bears the copyright symbol although no date.
