Can you give us some additional physical description? density/heft, what can it be scratched by, where was it found, etc (it isn't a meteorite in case you were wondering about that. my first guess is that its clinker; what you get when you clean out a industrial furnace (used in RR gravel in a lot of places).

Looks very much like limestone, a sedimentary rock. CO2 + H2O will form a weak carbonic acid and cause the holes you see. I live in the middle of tons of it.Again, looks like weathered limestone to me.
