From talking with a few old Ebay sellers it's the site that dictates the postal rate.
So they charge the set rate of $160.00
The actual real price of shipping might be $45.
This is the problem with these online sites. The site dictates one price regardless of where it actually is being shipped to.
Meaning across the country or next door.
One business I have gotten to know over the past year stopped selling on the site for this very reason. He was driving to the States weekly and shipping from Watertown NY.
Ebay got all pissy about this as his shipping rates didn't include them.
So he stopped selling after 22 yrs.

I don't know how it works in the US or Canada, but this is how it works in the UK (if you opt to use postage rate tables to charge different rates and delivery speeds depending on the buyer's location):
Postage rate tables allow you to set your postage options by domestic or international region.

Alternatively, you can select:
- “Simple Delivery” (non-business sellers only), allowing eBay to automatically assign a carrier and set predetermined pricing based on weight categories,
- “Calculated Shipping”, allowing eBay to calculate the exact shipping cost based on the weight/dimensions of the item and a chosen delivery service.
- “Fixed Postage” and set your own flat, fixed amount for buyers, regardless of where they are in the UK.
- “Free Postage”, and build the cost into the total price.
