It is most likely a "W.S. Hicks" Telescopic Bullet Pencil. The patent date is 1897, but you are correct, they manufactured these into the 1920's. Retail value is in the $60 - $75 range I believe.

Note: this item should be signed on the telescoping portion? Something like "HICKS Pat. 1897"?

Don't want to give bad advice, proceed with caution, but perhaps the signature is hidden? Does your pencil do this:

Thank you for the response! I’ve gone over the telescoping portion with a loop and can’t find a mark. Appreciate the lead for the maker! I’ll dig into that one.
