It is very well made.
Mounting plate is 1 inch x 1 inch and looks like pressed steel.
It was obviously riveted to something with 3 rivets, two of which are still in place.
The cover looks like it was plated – maybe chrome plated?
The little tab seems to hit the cover, preventing it from closing flat.
No lettering, or marks of any kind.
The lighting makes it appear as though it is bent, but I think it was manufactured that way.

Looks like some kind of latch for a suitcase or trunk. I could envisage the other (missing) part having the locking mechanism to locate onto that lug, and the hinged flap on the part you have flipping down to cover the keyhole.
My first thought as well

take note of the remaining fastening hardware , two bent over tabs. the item was never designed with true security in mind. by looking at these tabs one can judge the thickness of the item this was attached to.
